Willmott Dixon Construction has secured an £11.76 million Department for Environment, Food & Rural Affairs contract for site-wide enabling infrastructure at Coombelands, supporting the National Biosecurity Centre programme at the Animal and Plant Health Agency’s Weybridge estate.

The contract was awarded on 12 August 2026 and published on 21 August following a selective call-off from a framework agreement. The procurement identifies Willmott Dixon as the sole supplier and runs to 25 October 2027, with both the published contract value and tender estimate recorded at £11,761,976.68.

The notice describes site-wide infrastructure works rather than a single building package and does not break the award into individual technical disciplines. It sits within a programme that depends on coordinated enabling infrastructure before specialist animal-health and laboratory facilities can progress through main construction.

Coombelands forms part of the wider National Biosecurity Centre redevelopment at Weybridge, where government is replacing ageing high-containment facilities used for animal-disease research, surveillance, diagnostics, and outbreak response. More than £1 billion has been announced for the transformation of the APHA animal-health facility.

Enabling works set the construction platform

The programme timetable stretches well beyond the current contract. The Environmental Improvement Plan targets completion of design by the end of 2026, approval of business cases for the main build in summer 2027, construction completion by the end of 2032, and fully operational new animal and laboratory science buildings by the end of 2034, with overall programme completion following later.

Government’s current public description of the National Biosecurity Centre also identifies 2027 as the expected start of main construction. Work is already taking place across the Weybridge estate to prepare the site and clear the way for new scientific facilities, meaning the Coombelands package enters an established enabling programme rather than an untouched development site.

The programme’s delivery position has strengthened over the past year. The latest government major-projects data records an improved GREEN delivery-confidence assessment following a Gate 0 review in March, while the National Biosecurity Centre remains classified as a major infrastructure and construction programme.

High-containment science facilities rely on dependable utilities, secure access, drainage, site logistics, and carefully controlled temporary and permanent infrastructure before specialist laboratory systems, containment services, testing, commissioning, and validation can be installed. Defects or poorly resolved interfaces at enabling stage become progressively harder to rectify once those specialist systems are being fitted.

Underground services, access routes, utility capacity, drainage, and site levels therefore need to align with permanent buildings and an estate that continues to perform a national scientific function. More than 1,000 people work at the APHA site, adding an operational interface to the normal construction constraints around access, logistics, and temporary works.

Willmott Dixon already has a role on other Coombelands packages, giving the contractor familiarity with the estate and the wider programme. Each award remains a separate contractual responsibility, however, with its own delivery, quality, programme, and commercial controls.

Specialist facilities extend the assurance period

The physical build is only one part of the National Biosecurity Centre programme. High-containment laboratories and animal facilities require commissioning, verification, and validation before they can support live scientific work, which means construction information and quality records must remain usable long after individual trade packages leave site.

Civils, utilities, external works, temporary infrastructure, and site logistics still need to be delivered efficiently, but the interfaces must also support later design assurance, testing, and operational handover. In practice, that places additional value on survey information, as-built records, commissioning data, and change control throughout the enabling phase.

Master outline planning permission has already been granted for the wider National Biosecurity Centre programme. Preparatory work has been progressing across the Weybridge campus, while the main science facilities form part of a longer development sequence intended to preserve national animal-health capability while ageing facilities are replaced.

The £11.76 million contract is likely to generate lower-tier opportunities across civils, utilities, external works, temporary infrastructure, site logistics, and specialist subcontracting, although the procurement notice does not assign values to individual disciplines. Because the lead contract has been awarded through a framework call-off, attention now shifts from the main-contract competition to delivery planning and supply chain procurement.

The centre will support research and surveillance for diseases including foot and mouth disease, avian influenza, bovine TB, and bluetongue, giving the construction programme an operational requirement well beyond ordinary laboratory accommodation. Continuity of capability has to be maintained while new facilities are developed, commissioned, validated, and brought into service.

Science projects of this type are eventually judged by the laboratories that open, but many of their hardest construction interfaces are fixed years earlier in drainage routes, utility corridors, ground conditions, and access arrangements. Willmott Dixon’s latest package is modest beside the full National Biosecurity Centre investment, yet it occupies precisely that early layer of work where poor coordination becomes progressively more expensive to correct.
