The Environment Agency has begun construction of a £13 million flood alleviation scheme at Skinningrove, replacing Stone Row Bridge and removing a defence arrangement that currently relies on manually operated gates and demountable barriers.
The project is being delivered with Redcar and Cleveland Borough Council and is intended to improve protection for more than 100 homes affected by flood risk from Skinningrove Beck. Planning permission was granted in February, with the construction programme expected to continue into early 2028.
The existing bridge sits within the village’s flood-defence system, where Environment Agency teams have to close gates and install demountable parapets when high water is forecast. The arrangement provides protection but depends on intervention before the beck rises and can cut vehicle access to properties at Zetland Row and Grove Hill while the barriers remain in place.
The replacement crossing is designed to remove both limitations. It will be constructed at a higher level between New Company Row and Zetland Row, close to the former village school now known as the Riverside Building, allowing the road to remain open without flood gates crossing the carriageway.
Additional clearance beneath the bridge will increase the available opening above Skinningrove Beck. That should reduce the risk of debris becoming trapped against the structure during high flows, when branches and other material can restrict a channel and increase water levels upstream.
The project therefore combines transport access and flood resilience within a single permanent structure. Once completed, the protection provided at the crossing should depend less on emergency deployment and more on the bridge geometry and surrounding flood walls built into the site.
Construction has been split into two principal phases. Bridge works are scheduled from September 2026 until late 2027, beginning with piled foundations and abutments installed on either side of the beck before the replacement superstructure is lifted into position by crane.
A temporary access road will serve Grove Hill residents during the works. Maintaining that route is an important part of the sequence because construction around the existing crossing cannot be allowed to reproduce the access restrictions the finished bridge is specifically intended to remove.
The second phase is planned between December 2027 and early 2028. Once the new bridge is available, the existing Stone Row Bridge will be demolished and the current openings within the flood walls infilled to complete the permanent defence arrangement.
The recreation ground between Mill Lane and the brook will be used for construction compounds and material storage. That requires temporary closure of the local play area, which the Environment Agency has said will be reinstated with improved equipment after the principal works are finished.
Working beside an active watercourse creates constraints that extend beyond the bridge itself. Piling, crane operations, temporary access, demolition, material storage, environmental controls, and resident movements have to be coordinated while the beck remains capable of responding quickly to heavy rainfall.
The piled foundations provide the support required for the new crossing within constrained ground close to the channel. Installing the superstructure by crane reduces the amount of assembly needed immediately above the water, although the lift itself will require careful control of access, temporary works, weather conditions, and exclusion zones.
Demolition has been deliberately placed later in the programme so that the replacement crossing can take over before the old bridge is removed. That sequence preserves access and avoids leaving the village dependent on a temporary arrangement for longer than necessary.
The scheme also illustrates how local flood infrastructure has to satisfy several engineering functions simultaneously. The bridge must carry road traffic, maintain hydraulic capacity, limit debris blockage, connect into existing flood walls, fit within a residential setting, and remain buildable without cutting off neighbouring properties.
Skinningrove’s existing arrangement has required operational intervention because the barriers must be installed when flood conditions develop. On a catchment where water levels can rise quickly, removing that dependency reduces the number of actions required during an event and gives residents a permanent road crossing rather than one that may be closed as part of the flood response.
The work remains exposed to the normal uncertainties of construction beside water, including weather and river conditions. The programme nevertheless gives the project team a defined sequence: establish foundations and abutments, install the new bridge, transfer access onto the replacement structure, demolish the existing crossing, and close the remaining gaps in the defences.
Completion is targeted for early 2028. By then, the visible change will be a higher bridge and revised flood walls, but the operational difference will be simpler — more than 100 homes protected without a road having to be manually closed each time Skinningrove Beck threatens to overtop its existing arrangement.
