Sizewell C opens Green Rail Route

Sizewell C has opened its new construction freight railway route. The first commercial train carried more than 1,000 tonnes to site, replacing around 50 HGV journeys.

Sizewell C has received its first commercial construction freight train through the new Green Rail Route, bringing a 2.8km purpose-built railway into operational use at the nuclear project’s Temporary Construction Area in Suffolk. The first service carried more than 1,000 tonnes of construction material from Tunstead Quarry near Buxton, establishing a direct rail logistics route into the main site.

The train was around 270 metres long, formed of box wagons hauled by a Class 66 locomotive, and arrived during the early hours of Tuesday. Sizewell C calculates that each full freight train removes the equivalent of roughly 50 HGV journeys from local roads. Between now and Christmas, around 100,000 tonnes of material are expected to arrive by rail, equivalent to about 5,000 avoided HGV movements if planned train loading is achieved.

The Green Rail Route connects the upgraded Sizewell branch line to the Temporary Construction Area and bypasses Leiston, allowing bulk construction materials to move closer to the point of use without being transferred onto local roads for the final leg. Two overnight aggregate trains are expected initially, with traffic increasing in phases to as many as four trains a day at peak operation.

Much of the route construction was delivered by Balfour Beatty, and the new line forms part of a wider rail programme involving Sizewell C, Network Rail, Suffolk County Council, and East Suffolk Council. The project has committed to moving at least 60% of its construction materials by rail or sea, making the freight infrastructure part of the core logistics plan rather than an ancillary environmental measure.

Rail capacity into the site is still being developed around the new route. Trains will stop briefly at Saxmundham for the next few weeks before continuing to Sizewell C while Network Rail completes further work on the East Suffolk Line. The planned renewal of Saxmundham junction will replace the manually operated connection with a powered crossover and integrated signalling during a nine-day possession from 24 October to 1 November.

The wider improvement programme includes renewal of 4.5 miles of track, replacement of jointed rail with continuously welded rail, level-crossing upgrades, and new signalling. An ancillary construction-area railhead has already been completed and commissioned, giving the project more than one rail interface as construction volumes rise. The branch line itself has seen little regular traffic for decades, with no daily passenger service since 1966.

The first commercial train turns the Green Rail Route from a completed civil-engineering package into an operating part of the construction system. Its value now depends on trains arriving to timetable, unloading being coordinated with site demand, wagons turning around efficiently, and materials moving from the railhead to workfaces without creating another bottleneck inside the construction area.

Reliability will become more important as the service grows from two overnight trains towards four daily paths. A rail strategy can remove large numbers of HGV movements, but it also concentrates material into fewer, larger deliveries. Temporary storage, unloading plant, internal haul routes, and workface planning therefore have to absorb variations between railway schedules and day-to-day material consumption.

The new capacity also sits within a logistics system that has faced pressure elsewhere. Two permanent road schemes supporting Sizewell C have encountered programme delays, increasing the value of keeping rail and marine deliveries aligned with the main construction sequence. Road haulage will remain necessary for workers, specialist loads, and material that cannot sensibly move by train, but dependable bulk rail movements can protect road capacity for those uses.

Construction demand will not be uniform. Aggregates can move in heavy, repeatable loads, while reinforcement, cementitious materials, plant, and fabricated components have different handling requirements and delivery rhythms. Rail works best where materials can be consolidated into predictable trainloads and where the site has enough temporary storage to separate transport movements from immediate consumption.

The railway is temporary in its final form. Once construction is complete, both the Green Rail Route and the line serving the ancillary construction area are due to be returned to their original condition. That gives the infrastructure a defined service life even though it must handle some of the heaviest material flows during the build, a familiar characteristic of megaproject logistics where temporary assets can remain operational for years without becoming permanent transport infrastructure.

The next test is scale. The first train demonstrates that the route, railhead, and operating interfaces can receive commercial freight; the planned 100,000 tonnes before Christmas will show whether the system can repeat that performance at construction pace. With up to four trains a day planned at peak, the Green Rail Route is now part of the Sizewell C production system rather than simply another completed package on the project schedule.
