Pagabo has opened bidding for a £5bn National Framework for Major Works, creating a new four-year route to market for public sector building projects across the UK.
The framework is scheduled to launch in October 2026 and will be delivered under Pagabo’s strategic partnership with Yorkshire Purchasing Organisation, with YPO acting as contracting authority. It is the first major building framework to come forward under the 10-year partnership, which combines YPO’s public sector buying scale with Pagabo’s construction procurement platform and framework management experience.
The agreement will cover major works and refurbishment projects valued at £5m and above, including individual projects, phased schemes, batches of work, and wider capital programmes. It is aimed at public sector clients including local authorities, NHS bodies, housing providers, education estates, blue light services, and other contracting authorities seeking compliant routes to construction delivery.
The procurement is structured around five main lots. Lot 1 is a collaborative partner route, with sub-lots covering delivery, sustainability, quality, and the most advantageous tender approach across England, Wales, Scotland, and Northern Ireland. Lots 2 to 5 cover project value bands from £5m to £15m, £15m to £30m, £30m to £60m, and £60m-plus.
Pagabo said Lot 1 will appoint a single collaborative partner to each sub-lot, while Lots 2 to 5 will appoint up to nine contractors per region and value band. The framework is being set up as a closed agreement, with national coverage across England, Scotland, Wales, and Northern Ireland.

The framework is expected to be managed through Pagabo’s Pagabo+ digital platform, covering pipeline visibility, call-offs, performance monitoring, and compliance. Tender submissions are due by 22 June, ahead of the planned October start date.
Public sector clients are still adjusting to the Procurement Act and its related regulations, while contractors continue to manage inflation, labour constraints, and tighter risk allocation. Framework procurement remains a central route for large public sector schemes, with increasing scrutiny on measurable value, social outcomes, carbon performance, and delivery capacity.
The lot structure balances national coverage with defined routes for specialist delivery and collaborative procurement. The inclusion of sustainability and quality sub-lots also reflects a shift away from price-led competition, particularly on schemes requiring early contractor involvement, resilient supply chains, and stronger whole-life decision making.
The framework gives contractors access to a substantial pipeline while private sector work remains uneven. It also gives public bodies another route through the post-Procurement Act environment, where simpler procurement must still carry enough commercial discipline to protect programme, quality, and public value.
