Peterhead Port Authority is procuring a project-management and supervision team for a £30 million extension to Smith Quay, setting out a £750,000 professional-services package to oversee construction at the north-east Scotland port.
The authority is seeking a consultant to provide NEC4 Project Manager and Supervising Engineer services. Tenders are due on 5 October, with the appointment covering a marine works package that includes an 83-metre extension to the existing 120-metre quay.
The construction scope also includes a mooring dolphin, approximately 10,000m² of concrete-paved laydown area, associated site infrastructure, and quayside furniture. NIRAS has been engaged to develop and complete the design, while McLaughlin & Harvey has provided early contractor input through the SCAPE Scotland Utilities Framework and is expected to deliver the works.
The procurement replaces an earlier professional-services process that was cancelled after the contractor’s updated programme required changes to the works information. Reissuing the package with revised documentation gives bidders an updated programme against which to price the NEC4 management and supervision role.
The distinction between the £750,000 consultancy procurement and the £30 million construction works is important. The current tender is for the client-side team administering and supervising the main project, rather than an award of the quay construction contract itself.
Smith Quay is an established deepwater facility within Peterhead Harbour. The port resumed operational control of Smith Quay and neighbouring Merchants Quay in 2024 as it positioned the area for offshore wind, subsea work, decommissioning, and wider energy-transition activity.
The authority’s development plans have centred on increasing berth length and improving the working area available alongside larger vessels. Peterhead says the completed extension will strengthen its ability to accommodate the growing vessel sizes associated with offshore wind construction and other heavy marine operations.
Berth length is only one part of that requirement. Offshore projects also need load-bearing quaysides, storage and marshalling space, road access, lifting capacity, secure compounds, and sufficient room to arrange large components before they are transferred between land and vessel.
The 10,000m² paved laydown area in the current works package therefore carries much of the project’s operational value. Cable systems, mooring components, subsea equipment, and other offshore hardware can require significant areas of level hardstanding, often for periods that do not align neatly with vessel schedules.
Peterhead has already attracted investment tied to that market. Maritime Developments has agreed a separate investment of more than £12 million in an energy service base at Smith Embankment to support handling and storage of power cables and mooring lines for offshore wind developments.
The quay extension adds another part of that infrastructure rather than functioning as a standalone marine structure. Longer berthing, additional laydown area, and adjacent energy-service activity give the port greater flexibility when competing for construction, marshalling, mobilisation, and operations work.
Delivering the extension within an operational harbour will require tight control of temporary works and access. Marine piling, quay structures, dredging interfaces, concrete, heavy lifts, plant movement, and vessel operations cannot be planned independently where commercial port activity continues nearby.
Weather and tidal conditions add another programme variable even at a harbour with strong all-weather capability. Marine construction sequences can be disrupted by conditions that have little impact on land-based building work, increasing the value of realistic programmes and quick administration of change.
That is where the NEC4 role becomes central. Project instructions, accepted programmes, early warnings, compensation events, quality records, and communications need to be managed while the works are taking place rather than reconstructed after disputes emerge.
Early contractor involvement should also improve the transition from design into construction. McLaughlin & Harvey’s input allows sequencing, plant, temporary works, access, and buildability constraints to feed into the design before the main works are fully committed.
For a marine project, those decisions can materially alter both cost and risk. Details that appear straightforward in design may become inefficient if they demand unusual marine plant, interfere with port operations, or depend on weather-sensitive activities being carried out within narrow windows.
The professional-services contract is expected to continue through the construction period, with provision to extend the role if the works programme moves. That gives Peterhead a separate client-side resource responsible for administering the contract while the designer and expected main contractor carry out their respective delivery roles.
Smith Quay’s expansion sits within a wider pattern of investment around British ports competing for energy-transition work. Offshore wind projects may be built at sea, but the size and configuration of quays, storage areas, roads, and lifting infrastructure determine which ports are capable of supporting construction before vessels ever leave harbour.
The 5 October tender deadline is therefore another delivery step in a project aimed at converting Peterhead’s existing offshore capability into infrastructure suited to larger vessels and heavier energy projects. Once the management appointment is resolved, the authority will have the core design, contractor-input, and client-side structure needed to move the £30 million works into execution.
