Transport Infrastructure Ireland has appointed a Jacobs and AECOM joint venture as Programme Delivery Partner for MetroLink, putting the programme-management structure in place to oversee construction, systems integration, and commissioning of Ireland’s first metro railway.
The appointment covers a 19km high-capacity line running from Swords through Dublin Airport to Charlemont, with 16 new stations and a planned journey time of around 25 minutes from north Dublin to the city centre.
A joint venture between Jacobs and AECOM will integrate directly with the MetroLink organisation rather than act as the main civil-works contractor. Its remit covers programme management, engineering governance, scheduling, safety, site supervision, contract administration, and coordination across the major packages that make up the railway.
That distinction is central to the delivery model. MetroLink is being procured as a programme of large contracts rather than one design-and-build package, so the delivery partner will sit across interfaces between design, enabling works, heavy civil engineering, rail systems, stations, rolling stock, operations, and final commissioning.
Procurement documents placed the estimated value of the Programme Delivery Partner support-services contract at €550m excluding VAT and gave an indicative duration of 144 months. That figure was an estimate for procurement purposes rather than confirmation of the final award price, with services intended to be instructed through task orders across the programme.
The scale of the support contract reflects the construction portfolio beneath it. Transport Infrastructure Ireland has already opened procurement for major design-and-build civil engineering packages covering tunnelling, preparation of the track alignment, stations, bridges, viaducts, tunnels, and other core structures.
Those packages will deliver much of the physical railway but must be coordinated with utilities, enabling works, specialist heritage activity, systems contracts, access arrangements, and the eventual installation and commissioning of railway equipment. Delays or design changes in one package can affect several others, making programme-level interface management a significant delivery risk.
MetroLink has also begun procurement of the long-term package covering trains, track, stations, and operation of the service. TII placed the estimated net-present value of that contract at €7.3bn excluding VAT when the notice was issued, with an expected structure comprising roughly seven years of works followed by 25 years of operation and maintenance.
The Jacobs AECOM team is therefore joining a programme in which several large procurements are moving concurrently rather than sequentially. Running them in parallel can shorten the path towards construction and operation, but it also increases the volume of design, commercial, logistical, and programme information that has to be controlled across organisational boundaries.
MetroLink’s Railway Order provides the statutory basis for the scheme, while the construction market is being engaged through individual works and services packages. Appointment of the Programme Delivery Partner moves governance and oversight closer to the structure needed once multiple contractors are active on the route.
The engineering scope extends well beyond tunnel excavation. Stations require structural, architectural, mechanical, electrical, fire, ventilation, access, communications, and public-realm packages, while interchange with Irish Rail, DART, Luas, and bus services creates interfaces with existing transport assets and operating environments.
Tunnelling and station excavation will also generate a major logistics programme. Spoil movements, construction access, temporary traffic arrangements, utility diversions, work compounds, deliveries, workforce movement, and restricted urban sites all have to be managed along a route crossing developed areas and major transport corridors.
Those interfaces explain why the delivery partner is being embedded before the heaviest construction activity begins. Programme scheduling, technical assurance, change control, safety management, cost management, and commissioning need common rules across the contracts if tunnels, stations, power, signalling, communications, trains, and operating systems are ultimately to function as one railway.
The arrangement also places significant emphasis on information management. Design changes made within one contract can alter clearances, access, equipment interfaces, testing requirements, or programme assumptions elsewhere, so the delivery partner will have to maintain a controlled technical baseline while individual suppliers progress at different rates.
Once complete, MetroLink is expected to carry up to 53 million passengers annually. The 16-station route is intended to connect Swords, Dublin Airport, and the city centre while providing interchange with the wider rail, tram, and bus networks.
The programme creates a long construction pipeline across heavy civil engineering, underground works, rail systems, building services, stations, utilities, specialist consulting, environmental work, and logistics. Major international contractors are likely to sit alongside domestic suppliers and specialist subcontractors across those packages, increasing the importance of common safety, quality, and programme controls.
Commissioning will be one of the later tests of that coordination. Civil structures can be substantially complete while power, signalling, communications, platform systems, rolling stock, fire strategies, operational procedures, and control systems still require integrated testing before passenger service can begin.
The Jacobs AECOM appointment therefore moves MetroLink beyond establishing whether major delivery packages will be procured and towards the practical management of how they will fit together. Heavy-civils and systems procurements are already under way, giving the delivery partner a role before interface risk becomes embedded in separate construction programmes.
The next milestones will come through those live procurements and enabling packages rather than another planning decision. As contracts move into mobilisation and site activity, the programme will depend on keeping separate suppliers aligned to a common schedule, technical baseline, budget, and commissioning strategy across the full 19km route.
