Terranor wins Alingsås Energi civil works framework

Terranor AB has been awarded a framework agreement for groundworks and civil engineering serving Alingsås Energi in western Sweden, creating a long-term route for work across electricity, fibre, district-heating, and street-lighting networks.

The framework has an initial two-year term and can be extended to a maximum total duration of eight years. Terranor estimates that the full period could be worth approximately SEK400–600 million, with annual work volumes expected to fall between SEK50 million and SEK75 million if the available extensions and anticipated call-offs materialise.

The agreement will take effect after the mandatory procurement standstill and contract signing. Terranor’s announcement specifies a ten-day standstill period, leaving the award confirmed but the start dependent on completion of the formal procurement process.

The original Alingsås Energi procurement carried an estimated value of SEK600 million excluding VAT and was established as a framework for construction work. Its published scope covers ground and civil engineering connected with electricity, fibre, district heating, lighting, and related services, supported by construction classifications for engineering works, structures, pipelines, communication and power lines, cable works, and associated equipment.

Although the technical assets differ, much of their physical delivery begins with the same construction activities. Electricity cables, fibre ducts, district-heating pipework, and street-lighting infrastructure require excavation, trench preparation, bedding, ducts or pipes, chambers, foundations, protection, reinstatement, traffic management, and careful coordination with services already occupying the ground.

That common civil interface can make utility coordination as important as excavation productivity. Opening the same street repeatedly for separate electricity, fibre, heating, or lighting projects increases reinstatement cost and disruption, whereas better sequencing can allow several network requirements to be addressed within a common corridor or programme where technical constraints permit.

Existing services remain one of the main practical risks. Drawings and records do not always reproduce historic installations with sufficient accuracy, leaving surveys, trial holes, service detection, and controlled excavation necessary before heavier plant can work safely. A damaged live cable, fibre route, district-heating main, drainage system, or other buried asset can turn a routine civils package into an emergency repair and programme delay.

A long-duration framework gives Alingsås Energi the opportunity to build repeatable delivery arrangements around those activities rather than procuring each small civil package independently. Familiarity with client standards, permits, reinstatement requirements, network documentation, and local working conditions can reduce mobilisation time, provided individual work orders still contain enough information for safe construction.

The headline value does not guarantee Terranor SEK400–600 million of revenue. The company’s estimate assumes the agreement remains in place through its potential eight-year duration and that annual call-offs reach the anticipated SEK50–75 million range. Actual workload will depend on Alingsås Energi’s investment programmes, maintenance demand, new connections, reinforcement needs, budgets, and timing.

That distinction affects resource planning. Utility groundworks typically rely on excavators, haulage, compaction equipment, traffic-management crews, aggregates, reinstatement materials, and specialist subcontractors, while the network owner may also need electrical, fibre, heating, or lighting teams to follow the civils sequence closely enough to avoid leaving excavations open longer than necessary.

District-heating work adds particular requirements around pipe installation, joints, insulation, thermal movement, testing, and trench geometry. Electricity and fibre networks place different demands on separation, duct configuration, protection, chambers, pulling routes, and eventual energisation or connection, while street-lighting packages combine foundations, columns, ducts, cabling, and public-highway interfaces.

None of those elements is unusual in isolation, but a multi-utility framework can produce a steady flow of small and medium-sized schemes whose profitability depends on consistent methods and short mobilisation periods. Repeated work magnifies both good and poor performance because the same survey, excavation, traffic-management, reinstatement, and handover processes are used across multiple locations.

The framework also gives the client a longer period over which to assess contractor performance. Safety, quality, cost control, reinstatement, collaboration, documentation, and response times can all influence whether optional extensions are exercised once the first two-year term has established how the arrangement performs in live conditions.

Terranor is best known for road operation and maintenance across the Nordic region, but its service mix also covers groundworks, road safety, and light infrastructure. The Alingsås award therefore extends activities that already depend on maintaining crews, plant, and local operational capability rather than requiring the company to build an entirely separate construction organisation around one stand-alone project.

The procurement standstill is the immediate next step. Once the agreement is signed and the first work orders are released, the practical measure of the framework will be whether a long contractual horizon produces efficient, repeatable utility delivery across live streets and networks rather than simply spreading a SEK600 million procurement ceiling over eight years.
