Blackburn with Darwen Borough Council has appointed contractors to a £50 million highways framework covering surfacing, civil engineering, cold milling, and asphalt repairs across the borough.
The framework contains ten contractor places across four lots and is due to start on 30 September 2026. Its initial term runs for two years to September 2028, with two optional 12-month extensions capable of taking the arrangement through to September 2030.
DSD Construction, Holcim UK, and Multipave (NW) have secured positions on the £20 million surfacing lot. George Cox & Sons, Multipave (NW), and NMS Civil Engineering have been appointed to the separate £20 million civils lot, while DP Cold Planing and NMS Civil Engineering cover the £5 million cold milling package. Multevo and WJ North complete the supplier list on the £5 million asphalt-repairs lot.
Multipave and NMS each appear on two lots, reflecting the overlap between general highways capability and more specialist operations. The civils competition attracted 16 bidders before three places were awarded, giving the council a defined supplier group for road construction and associated infrastructure work rather than relying on a single delivery contractor.
The four-lot structure separates activities that require different plant, labour, and production arrangements. Surfacing depends on asphalt supply, paving trains, rollers, traffic management, and tightly controlled delivery temperatures, while civil engineering work can extend into drainage, kerbing, road construction, junction alterations, retaining structures, and associated utility interfaces.
Cold milling introduces another specialist plant requirement because existing pavement has to be planed accurately before replacement material can be laid. Asphalt repairs, meanwhile, can involve smaller and more responsive packages where crews need to mobilise quickly around local defects, utility reinstatements, or deteriorating sections of carriageway.
The council approved the procurement strategy in March as a replacement for its expiring surfacing and civils arrangement. Its executive board authorised an estimated £50 million framework with an initial two-year term, two one-year extension options, and up to three highest-scoring contractors on each lot, subject to meeting the required quality and compliance thresholds.
Individual packages can be called off through further competition or direct award where the framework and procurement rules permit it. That gives the highways team a faster commercial route than running a full procurement for every scheme, but individual jobs still require suitable surveys, quantities, designs, traffic-management assumptions, and site information before they can move cleanly into construction.
The £50 million value is an estimated framework ceiling rather than guaranteed turnover for the selected contractors. Actual spend will depend on maintenance and capital budgets, network condition, emergency requirements, funding decisions, and whether the council exercises the extension options. Appointment gives the contractors access to opportunities; it does not divide the entire value between them in advance.
That distinction matters when suppliers plan crews and plant around local-authority programmes. Highways work tends to be concentrated into periods where weather, school holidays, traffic conditions, and funding deadlines allow closures or lane restrictions, creating competition for asphalt plants, paving crews, planers, traffic-management teams, drainage specialists, and haulage.
Material logistics can become the limiting factor even on apparently routine resurfacing. Asphalt has to arrive within the correct temperature window, while the milling, sweeping, tack coating, paving, rolling, lining, and reopening sequence leaves limited tolerance for delay. Longer haul distances or competing demand at production plants can affect output before the paving crew itself becomes the constraint.
The framework’s multi-supplier structure gives Blackburn with Darwen some resilience against those capacity pressures, particularly across the two largest lots. Its effectiveness will depend on how far ahead call-offs are programmed and whether packages are mature enough to avoid pushing survey, design, or utility uncertainty into the construction phase.
Repeated work also gives the council an opportunity to compare contractor performance across safety, programme, workmanship, defects, commercial control, and social-value commitments. Frameworks can simplify procurement, but weak call-off information or inconsistent performance management merely transfers administration from the tender stage into live delivery.
The first packages can be placed once the arrangement becomes operational at the end of September. From that point, the practical measure of the framework will be whether the four-lot structure turns Blackburn with Darwen’s highways programme into predictable, deliverable work rather than simply providing a £50 million procurement headline.
