Glasgow School of Art has approved a major enabling project for the Mackintosh Building while concluding that a full reinstatement, currently estimated at approximately £265m, cannot be funded by the institution alone.

Using proceeds from the school’s insurance settlement, the approved work will create a stable platform for future rebuilding. The revised approach separates the immediate need to secure the structure from the substantially larger task of faithfully reinstating the landmark building.

After severe damage in a 2014 fire, the Mackintosh Building suffered further destruction during a second fire in 2018 while restoration work was under way. External scaffolding and retention measures have remained in place since the later incident, protecting surviving fabric but imposing continuing cost and limiting public visibility of the building.

Under the enabling proposal, the leased external scaffold will be removed and replaced by an internal retention system. The change is intended to secure the remaining structure, reveal the external elevations, and prepare the building for later construction packages in accordance with the completed conservation management plan.

Design development and the required permissions will now progress, with site work anticipated to begin next summer. The enabling phase will require detailed temporary-works engineering, surveys of surviving masonry and structure, careful sequencing, and controls to protect fabric affected by fire, weather exposure, and an extended period behind external retention.

At approximately five times the institution’s annual turnover, the estimated £265m cost of full reinstatement would threaten Glasgow School of Art’s financial sustainability if carried by the school alone. That conclusion remains unchanged despite the positive but confidential insurance settlement.

Future delivery depends on a wider partnership

Rather than continuing on the assumption that the school can act as sole sponsor, the revised strategy will involve discussions with government, the city, heritage organisations, cultural stakeholders, funders, and potential delivery partners. Any future structure will need to address governance, ownership, risk, and long-term operation alongside the construction cost.

An accompanying business-case analysis identifies the Mackintosh Building as a possible anchor for a creative and cultural production innovation district. Such a model could broaden the regeneration case, although it would also require agreement over how investment is divided between heritage reinstatement, surrounding development, public access, and future commercial activity.

Across the UK, pressure is growing to find viable uses for complex historic assets, including through proposals for a national heritage-to-housing reuse strategy. The Mackintosh Building sits at the most technically demanding end of that challenge because of the extent of fire damage, its architectural significance, and the standard of reconstruction expected.

Cost escalation is especially severe on projects requiring specialist stonework, timber, conservation materials, bespoke fabrication, forensic reconstruction, and restricted-site logistics. Long intervals between surveys and eventual construction can also invalidate earlier assumptions as labour rates, material prices, regulations, and the condition of retained fabric change.

Separating the programme into an enabling phase and a later reinstatement reduces immediate financial exposure, but it places greater importance on package boundaries. Work completed now must support a future design that has not yet been fully funded or procured, while temporary elements should avoid obstructing later reconstruction.

The internal retention structure will be central to that strategy, since it must secure the building for an extended period, permit inspection and conservation access, and leave sufficient flexibility for subsequent works. Removing the external scaffold should reduce ongoing hire and maintenance obligations, although the internal system will itself require inspection and management.

Conservation records created during the enabling stage will need to remain accessible to future designers and contractors. Survey findings, material conditions, removed elements, temporary interventions, structural assumptions, and areas of uncertainty must be documented consistently if later teams are to avoid repeating investigative work.

Skills capacity presents another constraint because the eventual reinstatement will require conservation architects, structural engineers, fire specialists, craftspeople, specialist manufacturers, and contractors experienced in damaged historic fabric. Maintaining continuity between the enabling stage and later packages could preserve knowledge that would otherwise be lost between procurements.

The operating model for the completed building will also shape the reconstruction brief. Public access, education, cultural production, commercial activity, conservation requirements, energy use, maintenance, and security all affect the services strategy and the amount of intervention that can be accommodated within retained fabric.

Approval of the enabling works gives the project a defined next phase without understating the funding gap. Glasgow School of Art can secure the structure and remove the long-standing external scaffold, but complete reinstatement will proceed only if a partnership capable of carrying the cost, risk, and future operation can be assembled.
