The Culture, Media and Sport Committee has called for a national reuse-first approach to historic buildings, arguing that vacant and underused assets could support housing delivery and local regeneration.
Drawing on evidence submitted during its inquiry into the condition of the UK’s built heritage, the committee cites an estimate that as many as 670,000 homes could potentially be created by adapting existing buildings.
The figure covers former factories, civic buildings, religious properties, commercial premises, and other assets that no longer serve their original purpose. Converting even a proportion of that stock would require planning reform, specialist skills, viable finance, and considerably better information on building condition.
Among its recommendations, the committee wants reuse to receive stronger recognition within national planning policy and government housing investment criteria. It also proposes a dedicated heritage-to-housing programme based partly on international schemes that transfer neglected buildings to new owners under binding renovation obligations.
Financial viability runs through the report, which argues that the tax system can make repair and adaptation less attractive than demolition and replacement. Many forms of building repair attract VAT, while qualifying new construction may receive more favourable treatment.
Targeted relief for maintenance and conversion is proposed to reduce that imbalance, alongside stronger support for public bodies reviewing their own underused estates. The committee also wants more effective measures where owners allow valuable buildings to remain vacant and deteriorate.
A decline in conservation expertise within planning departments presents another barrier. Historic-building applications may require specialist assessment of significance, fabric, setting, materials, archaeology, and proposed intervention, yet many local authorities have reduced the number of experienced conservation officers available.
Workforce capacity is equally significant because traditional masonry, lime work, timber repair, roofing, metalwork, decorative finishes, and historic glazing require expertise that cannot always be replaced with general construction experience. Incorrect interventions may trap moisture, accelerate decay, or remove original material that cannot be recovered.
Government support for heritage repair includes elements of a wider £1.5bn cultural investment package, with funding directed towards at-risk buildings, places of worship, and heritage-led regeneration. The committee nevertheless argues that short-term grants cannot replace a stable policy environment capable of making reuse commercially repeatable.
Conversion starts with the existing building
The housing potential of historic assets depends on more than identifying empty floor area. Planning, ownership, finance, access, fire safety, structure, energy performance, daylight, acoustics, servicing, and long-term maintenance must align before a conversion can proceed.
Former industrial buildings may provide robust frames and generous floor-to-ceiling heights, yet they can also contain contamination, weakened roofs, corroded steelwork, or facades requiring extensive repair. Churches and civic buildings present different constraints, including large internal volumes, protected features, limited service routes, and layouts that resist straightforward subdivision.
Early investigation is therefore central to cost certainty. Intrusive surveys, measured records, structural opening-up, drainage tracing, material analysis, and heritage assessment can expose risks before acquisition or planning commitments harden.
Where those stages are compressed, contingencies often prove inadequate once work begins. Existing buildings reveal their condition progressively, and contract structures that transfer every unknown to the contractor can raise tender prices without producing better control.
Energy performance creates a further technical tension because historic buildings generally require improvement, while impermeable insulation systems or poorly detailed replacement windows can alter moisture movement and damage traditional fabric. Measures need to respond to the behaviour of the existing structure rather than replicate new-build specifications.
Product choice and manufacturing capability form part of that process, with investment in traceable timber windows for heritage refurbishment reflecting demand for components that combine traditional appearance with documented origin and performance.
Reuse retains embodied carbon already invested in foundations, frames, walls, and facades, but carbon savings do not automatically make a scheme financially viable. Contractors still require workable access, buildable details, realistic programmes, and clients capable of funding discoveries that could not reasonably have been identified beforehand.
A national programme could improve delivery by establishing repeatable funding, procurement, and technical routes. Standard approaches to surveys, conservation management, whole-life maintenance, and risk allocation would not remove the differences between buildings, but they could reduce the amount of institutional knowledge recreated for every scheme.
The proposed stronger action against long-term vacancy would also need to distinguish deliberate neglect from buildings constrained by fragmented ownership, unresolved title, infrastructure limitations, or conversion costs that exceed completed value.
Historic-building reuse will not replace conventional housing construction, and the 670,000-home estimate does not represent a ready development pipeline. It does identify a substantial stock of structures that could support housing and regeneration where planning, finance, and specialist construction capacity are assembled early enough.
The government’s response will determine whether heritage conversion remains dependent on exceptional developers and one-off grants or becomes a more established part of housing policy. Any expansion would create sustained demand for surveys, conservation skills, retrofit design, specialist manufacturing, and carefully coordinated construction.
