Trafikverket opens SEK155m Norrbotten bridge maintenance tender

Trafikverket has advertised Norrbotten bridge maintenance works worth SEK155 million. Its 2027–2029 tender includes two optional extension years, with no contractor yet appointed.

IN Brief:

  • Trafikverket has advertised an estimated SEK155m integrated bridge maintenance contract for Norrbotten County.
  • The base contract runs from January 2027 through December 2029, with two separate one-year extension options.
  • No contractor has been appointed; bidding is scheduled for December, with exact requirements governed by Trafikverket’s tender documents.

Sweden’s transport administration, Trafikverket, has advertised integrated bridge maintenance works across Norrbotten County with an estimated procurement value of SEK155 million. The notice, published on 19 October under EU reference 718667-2026, specifies an initial period from 1 January 2027 to 31 December 2029 and two possible one-year extensions. It is an open competition for future works: no winning contractor, final contract price or bridge-specific delivery schedule has yet been announced.

The proposed contract combines condition-led bridge maintenance with predetermined work, small maintenance assignments and responses to unforeseen incidents. Programmed tasks can be planned around access and traffic constraints; urgent defects may instead require inspection and a rapid decision on temporary protection, repair or further monitoring. The notice does not give a number of bridges or a funded list of interventions, and the estimated value should not be treated as a schedule of committed repairs.

Condition-led work begins with establishing the condition of an asset and deciding what intervention is justified. For bridges, inspections may identify defects affecting concrete surfaces, bearings, expansion joints, steelwork, drainage or protective systems. The appropriate response depends on material condition, traffic loading and the severity and development of the defect; not every observation requires immediate structural reconstruction. The procurement explicitly includes condition-controlled activities, but no finding about the condition of any named Norrbotten bridge is supplied with the headline notice. A defect register can help prioritise such interventions by condition, consequence and urgency, but the notice publishes no condition scores for named structures. Tenderers must therefore distinguish their proposed inspection and mobilisation methods from claims about defects that have not been disclosed. Replacement of a bearing, for example, can have different temporary support and traffic requirements from sealing a joint or repairing surface drainage.

Previously scheduled maintenance must be organised alongside inspection-triggered tasks. Work beneath a deck or near bearings can require temporary access equipment and restrictions on traffic, while treatment of exposed concrete and steel is dependent on surface condition and the materials specified for that particular structure. The contractor will also need to manage the interface between crews, road users and existing services. No individual closure programme or maintenance method statement is included in the headline notice.

Norrbotten has a long winter season, and maintenance methods must account for sub-zero temperatures, snow and de-icing operations in addition to the conditions of each structure. Freeze-thaw cycles and road runoff can influence the durability of concrete surfaces and protective finishes, while safe access to deck joints, bearings and drainage outlets may be limited during some periods. Those are regional planning constraints, not a finding that all bridges in the county suffer the same damage. The appointed contractor will need appropriate inspection evidence, material specifications and access arrangements for each instructed task. Different interventions may demand different curing conditions, traffic restrictions and temporary works, so delivery cannot be reduced to a single standard repair sequence.

Trafikverket cites ABT 06, the Swedish standard form associated with design-and-build work, within its procurement description. Contractual responsibility for investigations, design and execution will nevertheless depend on the actual tender documents and their amendments. The standard-form reference by itself does not prove that any particular bridge strengthening scheme has been designed or that the contractor will be paid a fixed sum for every possible defect.

The notice is classified as works and includes procurement codes associated with repair and maintenance of plant, bridges and related civil engineering, together with road maintenance services. These classifications describe the breadth of possible contract activity but should not be presented as evidence of a separately awarded tunnelling or road-building programme. The published value of SEK155 million is an estimate for procurement purposes and must not be treated as a fixed contractor payment or as expenditure already made.

Bids are due in December 2026, with the exact deadline and submission requirements governed by Trafikverket’s official tender documents. A supplier must examine those documents alongside the technical scope and the draft contractual terms before pricing its proposed maintenance response. The SEK155 million figure remains an estimated procurement value, and no contractor has been appointed to deliver the advertised work.

A regional maintenance contract must respond to deterioration found in existing structures while maintaining road connections where practical. Access, defects discovered during work, traffic restrictions and weather can all affect the sequence and cost of individual interventions. Evaluation and award of the tender precede the instruction of those tasks. The possible fourth and fifth years remain optional, and the SEK155 million is an estimate of the opportunity, not evidence of money already spent on Norrbotten bridges.
