Salford City Council is preparing to consider a main construction contract worth just under £40m with Seddon Construction for 144 affordable homes at Robert Hall Street in Ordsall. The proposed award is due to go before the council’s procurement board on 14 September following a pre-construction phase used to develop detailed costs and prepare the scheme for delivery.

Seddon was selected through the Innovation Chain North framework and has already worked with the project team under a pre-construction services agreement. The 144-home package forms the first delivery phase of a wider 274-home development on council land, with the larger scheme having secured planning approval in 2024.

The phased approach allows the council to bring forward the first affordable-housing package without committing the whole site through a single construction contract. That reduces exposure to changes in funding and viability across the wider development while still establishing infrastructure, design, and delivery arrangements capable of supporting later phases.

Total costs for the initial scheme are estimated at £46.3m. The funding package includes around £16m from Homes England’s Affordable Homes Programme, just under £4m from Greater Manchester’s Good Growth Fund, and approximately £1.6m of brownfield land funding, with more than £24m expected through Salford’s housing strategy capital programme.

Combining those funding sources makes programme control central to delivery. Grant conditions, approval dates, eligible expenditure, design decisions, and council capital commitments have to remain aligned, because a change in scope or timetable can affect several parts of the financial structure rather than a single client budget.

The brownfield site also carries abnormal construction costs, while the council is seeking a high level of energy performance from the completed homes. Those factors have influenced the proposed contract value and were among the issues examined during pre-construction, where Seddon and the design team have worked through buildability and cost-saving options before the main works agreement is fixed.

Early contractor involvement is particularly useful where abnormal ground conditions, existing services, neighbouring properties, highways, and constrained access may influence the final design. Identifying those interfaces before the contract is signed does not remove the underlying risk, but it can reduce the number of assumptions transferred into the construction phase.

Low-energy housing adds another set of delivery requirements. Envelope quality, airtightness, thermal bridging, insulation continuity, ventilation, commissioning, and workmanship all influence whether calculated performance survives contact with the completed building. For a council retaining affordable homes over the long term, poor execution can become an operational-energy and maintenance cost rather than simply a contractor defect.

The council therefore has a direct reason to balance capital cost against whole-life performance. Value engineering that reduces initial expenditure but weakens the building envelope, complicates maintenance, or increases future energy demand can shift rather than eliminate cost. The pre-construction stage gives the project team an opportunity to test those decisions before construction pricing is finalised.

Robert Hall Street sits within a wider regeneration programme in Ordsall, where new development has to interface with established residential streets and continuing growth elsewhere in Salford. Construction logistics, resident communication, highways, noise, dust, and utility work will consequently require management alongside the purely technical delivery of the homes.

Phasing the larger 274-home site also gives the council flexibility over the remaining land. Later parcels can respond to funding, housing demand, and lessons from the first phase rather than being locked into a single procurement decision taken before the initial homes have been delivered.

The main contract has not yet been formally approved, which remains an important distinction in the current project status. Seddon is the selected delivery partner and has completed pre-construction work, but the proposed near-£40m award still has to pass the council’s governance process before it becomes a full construction commitment.

If approved, the package will move Robert Hall Street from cost development into delivery with a comparatively complex funding structure already assembled. The next test will be whether the early contractor involvement has removed enough uncertainty from the brownfield site and high-performance specification to keep the 144-home phase within the business case agreed by the council and its funding partners.
