NatureScot has opened consultation on the Scottish Planning Biodiversity Metric, introducing a working quantitative tool intended to give developers, planners, ecologists, and consenting authorities a more consistent method of assessing habitat change through the planning process.
The consultation runs from 31 August to 30 November 2026, after which feedback will be used to refine the tool ahead of publication of Version 1 in spring 2027. NatureScot has released a calculation spreadsheet, habitat condition assessment sheets, and supporting guidance for organisations testing the methodology.
The metric has been commissioned by the Scottish Government to support National Planning Framework 4 Policy 3b. That policy requires national and major developments, and schemes subject to Environmental Impact Assessment, to demonstrate significant biodiversity enhancement.
Scotland is deliberately taking a different route from England. NatureScot says there are no plans to make use of a biodiversity metric a statutory requirement, reflecting a policy-led planning framework rather than England’s legislated Biodiversity Net Gain system.
NPF4 also does not prescribe one mandatory assessment methodology. That has left project teams using several different quantitative approaches, including adaptations of England’s statutory metric, with potential differences in how habitats and environmental conditions are treated.
The Scottish Planning Biodiversity Metric is intended to give those teams a common option. It calculates habitat-based Biodiversity Units from information about the site before and after development, allowing losses, compensation, restoration, and enhancement to be assessed on a comparable basis.
Habitats are used as a proxy for wider biodiversity value, so the output does not replace ecological judgement. Protected species, ecological connectivity, irreplaceable habitats, and other site-specific considerations may still require separate assessment even where the numerical result appears favourable.
That distinction matters for design teams because the metric is intended to reinforce the mitigation hierarchy rather than reduce biodiversity planning to a target figure. Used early, it can show which parts of a site carry the greatest biodiversity value and make avoidance more visible before layouts, access arrangements, drainage, or construction areas become fixed.
The calculation can then influence where development is positioned and where habitat restoration or creation is incorporated. A high-value habitat affected by a proposed building, road, compound, or service route may carry a greater unit cost than a lower-value area, giving the design team a numerical reason to test an alternative arrangement.
NatureScot has also built trading rules into the approach. Those are intended to prevent losses of more valuable habitats being compensated simply by creating a larger quantity of something less significant elsewhere.
The Scottish tool has been adapted to reflect local habitats and policy rather than importing the English system unchanged. NatureScot has highlighted differences around habitat classification, condition assessment, distinctiveness, strategic significance, and the treatment of risk.
Peatland is a particularly important Scottish consideration. The consultation version incorporates a field-based rapid assessment method developed through University of the Highlands and Islands research, with further refinement expected before Version 1 is issued.
Watercourses and hedgerows are not yet incorporated fully into the calculation tool, so development teams testing the consultation version will still need to deal with some habitat types outside the spreadsheet itself. That reinforces NatureScot’s position that the metric is a working assessment aid rather than a complete replacement for ecological analysis.
For construction projects, much of the influence will occur before a contractor arrives on site. Habitat surveys, baseline condition, development footprint, earthworks, temporary compounds, access routes, drainage, landscaping, and retained areas can all affect the resulting biodiversity calculation.
Resolving those requirements early can reduce later disruption to design and procurement. Where biodiversity measures emerge only after layouts have advanced, project teams may face changes to land take, drainage, external works, landscape specifications, or phasing that ripple into cost and programme.
The metric can also provide clearer information for construction delivery. Habitat areas identified for retention, restoration, or creation ultimately have to be translated into drawings, method statements, protection measures, landscape packages, and management requirements that can survive the transition from planning approval to work on site.
That handover is important because planning commitments are only useful if they remain visible through procurement and construction. A Biodiversity Unit total established during consent does not itself protect a habitat from temporary storage, vehicle movements, service installation, or changes made during detailed design.
NatureScot is encouraging users to test the consultation version but advises that its application to live projects should be considered case by case. Existing survey work may not always map neatly into the new approach, and calculations produced now may differ from results under the refined Version 1.
The 13-week consultation therefore doubles as a practical test period. Developers and consultants can see how the methodology behaves against real sites, while planning authorities can assess whether it reduces inconsistency without creating another layer of calculation that obscures rather than supports professional judgement.
The eventual measure of the SPBM will be how effectively it changes project decisions before consent and construction. A useful metric should identify ecological cost early enough to alter siting and design, rather than provide an increasingly precise number after the important choices have already been made.
