The Ministry of Defence has awarded feasibility contracts to 22 companies developing proposals for a new network of UK energetics manufacturing facilities.
Worth up to £300,000 each, the initial contracts cover potential factory sites across England, Scotland, and Wales. The programme is intended to progress into front end engineering design and construction of at least six plants producing energetic materials used in military propellants, explosives, and munitions.
Participants include small and medium sized businesses alongside larger industrial and engineering organisations. Their studies will assess site suitability, manufacturing concepts, infrastructure requirements, delivery risks, and the practical route from development to operational production.
Findings are expected by the end of September 2026, after which the strongest proposals may receive front end engineering design contracts worth up to £5m each. Those awards would provide the technical basis for planning, procurement, and construction.
The government intends initial construction activity to begin before the end of 2026. Across the full programme, at least 1,000 skilled jobs are expected to be created as the UK rebuilds domestic manufacturing capacity.
Potential locations identified during earlier work include areas in Wales, northern England, the Midlands, southern England, and Scotland. Final selections will need to account for land availability, power, water, transport, secure logistics, specialist labour, and safe separation from surrounding development.
Luke Pollard, minister for defence readiness and industry, said the awards marked progress towards rebuilding sovereign manufacturing capability. The wider Defence Investment Plan includes £11.1bn allocated to munitions and weapons during the current planning period.
Factory construction requires specialist infrastructure
Energetics plants differ substantially from conventional industrial buildings because their layouts must control the consequences of accidental ignition, explosion, contamination, and process failure. Separation distances, protected structures, compartmentation, remote handling, and tightly controlled movement routes shape both the site plan and the construction method.
Production stages may be distributed between separate buildings rather than concentrated beneath one roof. Earth bunds, blast resistant structures, restricted access, secure perimeters, specialist drainage, and dedicated storage can require considerably more land than the production footprint alone.
Feasibility work will therefore determine whether individual sites can support safe and economic development. Insufficient utility capacity, inadequate separation, environmental constraints, or poor transport access could create risks that become difficult to resolve during detailed design.
Planning and permitting will also influence the programme. Facilities involving hazardous substances can require environmental permits, major hazard controls, detailed emergency arrangements, and sustained consultation with regulators and local authorities.
Power resilience is likely to form a central part of site selection and design. Process controls, ventilation, monitoring, security, and manufacturing equipment require stable supplies, while some facilities may need grid reinforcement or additional on site generation.
Water demand, effluent treatment, and contaminated material management will shape the civil engineering and building services packages. Drainage systems must prevent hazardous materials entering the wider environment, while maintenance and emergency access need to be planned around restricted operating zones.
Defence work is already extending the construction pipeline beyond frontline bases into manufacturing, storage, logistics, accommodation, maintenance, and secure infrastructure. The energetics programme will demand similar breadth with greater process complexity. Principal contractors will need specialist designers, process engineers, blast consultants, security professionals, environmental advisers, and equipment suppliers able to operate within controlled information and access requirements.
Buildings alone cannot create manufacturing capacity because the proposed 1,000 jobs will include operators, maintenance technicians, process safety specialists, engineers, laboratory staff, and supervisors. Recruitment and training must progress alongside design and construction so that operating teams are ready for commissioning.
A network of sites could improve resilience by reducing dependence on a single facility and allowing plants to specialise in particular materials or stages of production. Greater distribution will also create additional transport, security, and coordination requirements between locations.
For construction companies, the early opportunity lies in site investigation, feasibility, design, enabling works, utilities, and specialist industrial buildings. Larger packages will follow only when the MOD narrows the field and converts preferred concepts into funded and consented projects.
The decision to commission 22 studies gives the department a broad range of options while establishing a demanding timetable. Accurate early work on site constraints, process hazards, utilities, and approvals will determine whether construction can begin quickly without carrying avoidable technical and regulatory risk into delivery.
