HG reaches 15 Gateway 2 approvals

HG Construction has secured three more Gateway 2 project approvals. The latest decisions cover student housing in Hackney and Manchester and build-to-rent homes in Bristol, taking the contractor’s approved portfolio to 15 schemes.

HG Construction has secured three further Gateway 2 approvals, taking its total to 15 as the contractor builds a repeatable pre-construction process around higher-risk residential and student accommodation schemes.

The latest decisions cover Stour Road Phase 2 in Hackney, York Gate in Bristol, and Apex Manchester in Ardwick. Together, the projects comprise 664 student beds and build-to-rent homes across three clients and three cities.

Stour Road Phase 2 is a 204-bed purpose-built student accommodation scheme for Firethorn, designed by Henley Halebrown. York Gate will provide 221 build-to-rent apartments with ground-floor commercial and amenity space for Donard Real Estate, while Apex Manchester comprises 239 student beds for Far East Orchard and Woh Hup Group.

The three approvals are less significant as an isolated regulatory tally than as evidence of how main contractors are adapting their project structures to Gateway 2. Approval is required before higher-risk building work can start, pushing detailed technical coordination further into pre-construction and reducing the amount of safety-critical design that can remain unresolved when mobilisation begins.

HG says its self-delivery capability is part of that approach. The business has in-house operations covering M&E, dry lining, offsite bathroom and utility pods, cranes, piling, and concrete frames, giving it direct involvement in several interfaces that can materially affect the information submitted for approval.

Those capabilities do not remove the role of external consultants or specialist subcontractors, but they can reduce the number of organisational boundaries between major construction packages. Gateway 2 requires a coordinated building design rather than a collection of package intentions, making inconsistencies between structure, facade, fire strategy, mechanical and electrical systems, and internal construction more difficult to leave for site teams to resolve later.

The implications extend into procurement. Where a specialist contractor is design-responsible for a system that forms part of the Gateway 2 application, that business may need to be selected earlier than under a conventional design-and-build sequence.

A facade contractor appointed only after approval, for example, may propose systems, details, or interfaces that differ from those already accepted by the regulator. Similar issues can arise around M&E equipment, fire stopping, drylining, doors, structural elements, or prefabricated components.

Late substitution is still possible, but changes affecting approved information have to be controlled. That alters the commercial balance between securing early design certainty and preserving maximum tender competition for as long as possible.

HG’s repeated approvals give the contractor experience across different clients and design teams rather than one standardised building type. The three latest schemes include student accommodation and build-to-rent housing, while their locations and architectural designs differ substantially.

The compliance framework is common, but the construction information is not. Each project brings its own structure, fire strategy, facade, services routes, logistics, temporary works, and product selections, so the value of repetition lies primarily in internal governance: deciding what information has to be complete, who owns it, how interfaces are checked, and how unresolved matters are escalated before submission.

Current Building Safety Regulator data provides a more favourable backdrop than contractors faced a year ago. New higher-risk buildings and conversions have achieved a 91% national approval rate over the latest rolling 12-week period, with a median approval time of 22 weeks, compared with 39% and 43 weeks respectively during the comparable period in 2025.

That improvement reduces one source of programme uncertainty but does not make weak submissions harmless. The regulator is still managing 131 live new-build and conversion applications representing 30,421 homes, and complex cases can require significantly more engagement than straightforward applications.

The commercial incentive is therefore to arrive at Gateway 2 with design responsibilities and package interfaces sufficiently settled for assessment rather than relying on the process to expose issues that the project team has not resolved itself.

Once approval is achieved, the emphasis changes rather than disappearing. Construction has to follow the approved design, while later departures need to be managed through the applicable change-control process. The information discipline developed for Gateway 2 therefore has to survive procurement, construction, quality assurance, inspection, and commissioning.

Self-delivered packages can help where they give the main contractor stronger control of information and quality, but they also place responsibility directly inside the same organisation. An in-house concrete frame, M&E team, drylining operation, or pod manufacturer still has to demonstrate that design and installation remain aligned with the approved building.

For Stour Road, York Gate, and Apex Manchester, securing Gateway 2 removes the regulatory hold point that prevented higher-risk building work from proceeding. It does not remove ordinary construction risks around programme, design development, supply, quality, and commissioning.

HG’s total of 15 approvals is therefore best viewed as a pre-construction capability milestone rather than a completed-project measure. The next test comes on site, where information accepted at Gateway 2 has to survive commercial pressure, specialist procurement, material substitutions, and the practical adjustments that occur on every major residential project without losing control of the approved design.
