Heidelberg Materials UK has agreed planning conditions with Somerset Council for the reopening of Westdown quarry near Frome, allowing preparatory work to begin this autumn.
Dormant since the late 1980s, the limestone quarry contains an estimated reserve of 160 million tonnes. Production is expected to restart during the second half of 2027 once management plans, environmental licences, contractor appointments, plant preparation, and remaining planning requirements have been completed.
Westdown will primarily supply local and regional aggregates markets, while nearby Whatley quarry will concentrate more heavily on national distribution through its rail connection. The division is intended to maintain construction-material availability while reducing the number of HGV movements through villages surrounding Whatley.
Combined output from the two sites will remain within Whatley’s existing permitted level, rather than creating an equivalent increase in total extraction. Westdown will provide additional operational flexibility and allow material for more distant markets to be moved by rail wherever practicable.
The approved scheme limits extraction to the quarry’s former operational boundary, preserving existing woodland and hedgerows around the site. Screening bunds will be planted with native broadleaved trees and shrubs, while approximately 44 acres of connected grassland and woodland habitat are planned through the restoration programme.
Progressive restoration will take place alongside extraction, allowing completed areas to be returned to habitat use while other parts of the quarry remain active. That approach avoids leaving the entire environmental programme until the end of a potentially lengthy operating period.
Bringing a dormant quarry back into production requires far more than reopening existing faces. Benches, drainage systems, haul roads, electrical supplies, processing areas, workshops, conveyors, weighbridges, environmental controls, and safety infrastructure must all be assessed against current operational and regulatory standards.
Plant that was suitable when Westdown closed may require replacement or extensive redesign, while historic ground and water information must be updated through modern surveys and monitoring. Contractor appointments will therefore cover a substantial enabling and mobilisation programme before saleable aggregate is produced.
The planning agreement concludes a seven-year process to secure the permissions and conditions required for reopening. Even where a site has an established industrial history and extensive remaining reserves, minerals development must address transport, noise, dust, ecology, water, restoration, visual impact, and community concerns before extraction can recommence.
Aggregates remain comparatively low-value materials with high transport costs, making the location of reserves central to regional construction economics. Concrete, asphalt, roads, drainage, utilities, foundations, and civil engineering projects all depend on consistent access to stone and processed aggregate.
More distant alternatives may be technically available, but longer haulage distances increase cost, road traffic, fuel use, emissions, and exposure to disruption. Westdown’s return should strengthen supply across Somerset and surrounding markets while allowing Whatley to use its rail connection for larger national flows.
Heidelberg is developing more specialised products alongside its primary mineral capacity, including thermally engineered materials for underground power infrastructure. Limestone reserves and processing capacity support that broader portfolio of concrete, sand, fill, bedding, and grout products.
Rail freight can move high volumes over long distances with fewer vehicle journeys, although it depends on sidings, terminals, available paths, handling facilities, and onward distribution. Road delivery will continue to serve local sites and the final leg to projects beyond practical rail access.
Before production begins, Heidelberg must discharge detailed conditions, obtain operational licences, appoint contractors, install or refurbish plant, and establish monitoring and restoration systems. Water management, access, processing, safety infrastructure, and environmental controls will all form part of the pre-production programme.
Subject to those works progressing to schedule, Westdown will return as a long-term source of limestone during the second half of 2027. Its reopening will provide greater resilience between local and national markets while distributing extraction and transport activity across two complementary sites.
