Oxfordshire County Council has appointed GRAHAM to deliver the Didcot-to-Culham river crossing, completing procurement of the three principal construction packages within the area’s HIF1 infrastructure programme.
GRAHAM will build a 3.6km single-carriageway road between the A4130 at Collett roundabout in Didcot and the A415 at Culham. The route includes a bridge over the Appleford railway sidings, a second crossing over the River Thames, new junctions, and segregated walking and cycling facilities.
Site clearance, archaeological investigations, utility diversions, and early construction activity are already under way. The council expects the main programme to last approximately two and a half years, following GRAHAM’s earlier participation in detailed design and early contractor engagement.
The crossing is intended to relieve pressure on older bridges through Sutton Courtenay, Culham, and Clifton Hampden, where constrained alignments, congestion, and winter flooding affect journey reliability. It will also support proposed bus improvements, planned housing, and employment growth around Didcot and the Science Vale area.
Final award closes the main procurement sequence
The river crossing forms part of a wider programme valued by Oxfordshire County Council at approximately £332m. HIF1 combines A4130 widening, the Didcot Science Bridge, the Didcot-to-Culham link, and the Clifton Hampden bypass, alongside around 19km of walking and cycling routes and 18 proposed bus stops.
GRAHAM is already delivering the Clifton Hampden bypass section, while VolkerFitzpatrick holds the Didcot Science Bridge package. The final contract creates a complete procurement picture, but it also increases the importance of coordinating several packages that must operate as one corridor.
The Didcot-to-Culham route contains a succession of distinct engineering interfaces. It begins at a live highway junction, crosses railway land and restored quarry areas, passes over the Thames, and connects into the A415, while agricultural access, public rights of way, utilities, and local roads must remain functional or be permanently reconfigured.
Bridge construction will govern several parts of the programme. Foundations, temporary works, lifting operations, environmental controls, and access must be planned around railway and river constraints, with separate approval and possession requirements likely to influence the sequence more strongly than the overall road length.
Utility diversions are already being advanced because unresolved services can quickly disrupt earthworks, drainage, foundations, and permanent highway construction. Early investigation does not eliminate that risk: records can be incomplete, service depths can vary, and third-party owners retain control over some diversion and connection activities.
The same applies to archaeology and ground conditions. Investigation can identify areas requiring protection or further work, but large linear projects continue to expose new conditions as excavation progresses. Restored quarry land, river approaches, embankments, and bridge abutments may each demand different treatment within a relatively short route.
Coordination with the other HIF1 contractors will extend beyond programme dates. Carriageway levels, drainage outfalls, traffic management, design standards, utilities, landscaping, signs, road restraint systems, and digital asset information must align at package boundaries, where responsibility is easiest to divide contractually and hardest to separate physically.
The earlier Clifton Hampden and Science Bridge awards provide nearby work fronts with related labour, plant, traffic, and stakeholder demands. That may create opportunities for shared learning and coordinated logistics, although it can also increase pressure on local roads, accommodation, specialist subcontractors, and material supplies if peak activity overlaps.
Planning permission was granted by the Secretary of State in December 2024 after a combined planning and compulsory-purchase inquiry, and the necessary land orders were subsequently confirmed. Those approvals settled the route and land framework, but construction will expose whether the accumulated design, funding, and procurement decisions are sufficiently mature for continuous delivery.
The programme is intended to unlock more than transport capacity, with thousands of planned homes and employment expansion linked to the infrastructure. That connection places added scrutiny on progress because delay would affect not only highway users but also development programmes whose viability and phasing depend on the new links.
Awarding the final main contract removes one uncertainty from HIF1. The more difficult phase now begins, as three contractors, several structures, environmental constraints, utilities, and live transport networks are required to produce a single functioning route rather than a collection of individually completed packages.
