GRAHAM will deliver Oxford’s five-kilometre flood alleviation scheme from 2027. The Environment Agency project combines floodplain lowering, a new stream, defences and habitat creation.

GRAHAM has been appointed by the Environment Agency to deliver the Oxford Flood Alleviation Scheme, taking the five-kilometre flood-defence programme towards construction in 2027.

The scheme will run through the western floodplain of Oxford from north of Botley Road towards Kennington, where the new watercourse will reconnect with the River Thames. Construction is expected to take up to five years.

The design combines a new stream with lowered areas of floodplain, flood walls, embankments and associated structures. During high river levels, water will overflow from the new stream into the lowered floodplain, creating additional capacity away from built-up areas.

The construction package includes culverts, bridges and flood gates, together with removal of Towles Mill weir on the Seacourt Stream. The Environment Agency expects the weir removal to improve fish passage, while the wider scheme will create more than 20 hectares of wetland habitat and approximately 16 hectares of floodplain meadow.

The project is intended to reduce flood risk to properties across Oxford while improving protection for the railway, roads and utilities including broadband infrastructure. Flood events in the city can disrupt several transport and service networks simultaneously, making the scheme both a water-management project and a resilience programme for existing infrastructure.

GRAHAM’s appointment follows several years of planning and statutory work. Oxfordshire County Council resolved to grant planning permission in 2024, while government approval in 2025 allowed the Environment Agency to progress compulsory purchase powers for the land and rights needed across the scheme corridor.

The five-kilometre route crosses an active floodplain containing existing streams, transport infrastructure, utilities and environmentally sensitive land. Construction will require earthworks, structures and temporary access to be sequenced without compromising the hydraulic behaviour the completed scheme is intended to create.

Excavation will form a substantial part of the programme. Lowering sections of floodplain and cutting the new stream will generate material across a long linear site, while embankments and raised defences create opportunities to reuse suitable excavated material elsewhere in the works.

The balance between excavation and reuse will depend on ground conditions and specification. Efficient material management can reduce vehicle movements and disposal requirements, but unsuitable soils or contamination can quickly alter that calculation on a project covering several kilometres.

Existing infrastructure creates another set of interfaces. Bridges, culverts, railway assets, roads and utilities have to remain protected or operational while the flood scheme is built around them. Temporary works and access arrangements will therefore be closely tied to construction sequencing across individual sections of the route.

The environmental works are integral to the hydraulic design rather than a landscaping package added after the civil engineering is complete. Wetland and floodplain meadow have to operate alongside the lowered ground and new stream, linking earthwork profiles, planting, water levels and future land management.

Removal of Towles Mill weir introduces a separate specialist operation. Taking out an existing river structure requires flow management, temporary works and controls around sediment and ecology, while the resulting channel must remain stable once the barrier has gone.

The project was procured through the Construction Works and Associated Services 2 framework. With a principal contractor appointed, detailed mobilisation, construction planning and coordination with partner organisations can continue before the planned 2027 start.

The partnership includes the Environment Agency, Oxfordshire County Council, Oxford City Council, the University of Oxford, Thames Water and National Highways, reflecting the number of land, transport, utility and public interests affected by the floodplain.

The Oxford scheme is unusual in the extent to which its engineering and environmental functions are combined. Its performance will depend on kilometres of excavation, channels, raised defences, structures and habitat works operating as one system during high river levels rather than as a collection of separate assets.

GRAHAM’s appointment moves the programme beyond its extended consent and land phase. The next stage is a long construction operation across a constrained floodplain where material movement, water management, ecological protection and existing infrastructure will all have to be coordinated over several years.
