Complete Paving Requirements (Scotland) has secured Network Rail’s new Scotland-wide surfacing framework, taking sole-supplier responsibility for a package with an estimated £39m of potential work over its full term.
The agreement begins with a five-year period and can be extended through three separate one-year options at Network Rail’s discretion, giving it a maximum duration of eight years. The procurement notice is explicit that there is no committed spend, with the £39m figure representing estimated work including options and headroom rather than guaranteed revenue for CPR.
The framework covers surfacing across Network Rail assets throughout Scotland. Its scope includes platform surfaces and coping, minor drainage associated with surfacing, minor civil engineering, car parks, footpaths, hard standings, and work on other Network Rail or train operating company property.
CPR will also be expected to arrange possessions and road closures where individual orders require them. That moves the package beyond conventional paving because access to an operational railway can dictate when even relatively modest civil works are permitted to take place.
Response times form a material part of the contract. Urgent instructions require attendance within 24 hours, route-maintenance work within seven days, while programmed work will follow the timescale set out in each individual contract order.
Those service levels favour a contractor able to maintain people, plant, transport, materials, and planning capacity across a wide geography. A short-notice defect at a station or access route cannot necessarily wait for resources to be transferred from another project several days later.
The award was concluded on 8 August after Network Rail received two tenders, with the formal notice published on 29 August. CPR, based in Dumbarton, is identified as an SME and the framework is structured around a single operator rather than a panel of competing suppliers.
Price carried the largest weighting in the procurement assessment, with the schedule of rates accounting for 60%. Technical capability and resources carried 20%, safety 10%, and sustainability and social value the remaining 10%.
That commercial structure has consequences once the framework is operational. The contractor has to meet rapid attendance requirements and maintain railway competence while working against rates established through the procurement process, yet the absence of committed spend leaves the actual annual volume dependent on Network Rail’s call-offs.
CPR already has substantial experience of rail surfacing in Scotland and describes itself as a long-term Network Rail framework supplier. Its current service portfolio includes platform resurfacing, station car parks, access roads, paths, asphalt and concrete surfacing, and associated civil works.
The company also operates its own vehicle and plant fleet, which gives it greater control over mobilisation than a contractor dependent entirely on hired equipment. That becomes useful where an instruction carries a 24-hour attendance requirement and the job may be some distance from the contractor’s West Dunbartonshire base.
Railway surfacing looks comparatively conventional beside signalling or major structures, but the operating environment changes how the work is delivered. Platform geometry, tactile surfaces, coping, drainage, pedestrian movements, temporary access, possessions, and safe separation from railway operations can turn a small repair into a tightly controlled engineering activity.
Station work also tends to offer limited storage and working space. Materials, small plant, spoil, and operatives may have to enter and leave through constrained routes while passenger facilities remain partly operational, forcing work into short, carefully planned sequences.
Reactive repairs create a different resource problem from planned renewal. A contractor can programme labour and material deliveries around a known possession months in advance, whereas a defect requiring attendance within 24 hours demands available capacity before the full extent of work may be known.
The framework therefore combines scheduled asset maintenance with a standing response capability. Network Rail gains one contractor responsible for repeated surfacing and associated civils across Scotland, while CPR gains long-term access to a potential pipeline without certainty over how much of the advertised £39m will ultimately be instructed.
The eight-year maximum term gives both parties an incentive to develop efficient delivery arrangements if the first five years perform as intended. Repeated work across a common asset base can improve familiarity with access arrangements, specifications, possessions, and local operating requirements, although the three extension years remain at Network Rail’s discretion.
The procurement also puts safety and technical resources alongside price rather than treating surfacing solely as a commodity service. That is appropriate for railway work, where the asphalt or concrete placed on the ground represents only part of the operational risk.
For CPR, performance will be measured through dozens of individual orders rather than one headline project. Attendance, safe access, possession planning, workmanship, and predictable handback will determine whether the framework earns its possible extensions and how much of the estimated workload turns into actual construction activity.
The first published figure is £39m, but the more meaningful numbers will emerge through call-offs. Network Rail has bought eight years of potential capacity; CPR now has to demonstrate that a single-supplier model can provide the responsiveness required across Scotland without the comfort of guaranteed volume.
