Aberdeen advances Balnagask RAAC redevelopment masterplan

Aberdeen City Council is progressing masterplanning for the long-term redevelopment of Balnagask as demolition preparations and property acquisition continue across the housing estate affected by reinforced autoclaved aerated concrete.

The work marks a shift from the immediate response to RAAC towards the considerably larger task of replacing homes and reshaping the estate. Aberdeen has already determined that demolition and rebuilding provide the preferred long-term route, but the redevelopment cannot proceed as a single clearance and reconstruction contract while ownership, utilities, residents, and occupied properties remain distributed across the area.

The scale is substantial. RAAC was identified across hundreds of addresses in Balnagask, covering both council and privately owned homes. The council’s earlier options work examined remediation as well as demolition, before concluding that demolition followed by replacement housing offered an effective route for removing the structural risk and constructing homes to modern performance standards.

That decision changed the nature of the programme. Engineering assessment of roof panels was no longer the only technical problem; the council also had to deal with resident relocation, voluntary acquisition of private properties, utility disconnections, asbestos surveys, site security, demolition sequence, temporary landscaping, and the eventual design of a replacement neighbourhood.

AtkinsRéalis has been procured to manage and deliver the demolition phase. Council documentation makes clear that demolition can proceed only where blocks are vacant and key dependencies have been resolved, including utility disconnections, property ownership, and asbestos information.

Those conditions prevent Balnagask being treated like an ordinary vacant redevelopment site. Mixed ownership means an apparently simple demolition sequence can be interrupted by a single retained or occupied property, while live roads and services must continue supporting residents elsewhere in the estate.

The council has therefore adopted a phased approach. Fully controlled areas can move towards soft strip, service disconnection, and demolition while officers continue acquisition and engagement elsewhere, progressively increasing the amount of land available for later redevelopment.

Masterplanning has to run alongside that process rather than wait until every existing building is gone. Decisions on roads, drainage, utilities, housing density, tenure, landscape, public space, and community facilities will influence where new construction can begin and whether parts of the estate can be redeveloped before final clearance is complete.

The earlier options appraisal considered new homes built to current sustainability requirements, with improved long-term energy efficiency compared with the affected stock. It also identified the need for multidisciplinary design input including architecture, engineering, landscape, cost, and infrastructure planning.

The cost problem is equally significant. Aberdeen’s earlier assessment put initial demolition, landscaping, and private-owner compensation at an indicative £20m to £25m, while later audit material has cited new housing construction costs above £130m over a much longer programme.

Those figures illustrate why the programme cannot be approached as a simple like-for-like replacement contract. Acquisition and demolition consume substantial funding before new homes begin creating replacement asset value, while roads, utilities, open space, and community infrastructure must be considered across the estate rather than recovered neatly from a single building phase.

The ownership programme is therefore directly connected to construction viability. The council has continued voluntary-acquisition work with private owners so that larger contiguous areas can eventually be cleared and redeveloped rather than leaving isolated privately owned properties within future construction plots.

Community engagement is another practical requirement. Residents have already faced relocation and prolonged uncertainty, so decisions over the masterplan involve more than architectural preference. Housing type, tenure, location, phasing, open space, access, and the treatment of temporarily cleared land all affect people whose homes have been at the centre of the RAAC response.

For contractors, the redevelopment will eventually move from controlled demolition towards conventional housing and infrastructure construction, but the interfaces will remain unusual. Ground conditions, retained roads, existing utilities, demolition remnants, temporary boundaries, and neighbouring occupied areas will influence how efficiently the replacement programme can be packaged.

The opportunity is to avoid reproducing the limitations of the former estate simply because the old road pattern already exists. Comprehensive redevelopment creates scope to alter housing layouts and energy performance, but more ambitious changes can increase infrastructure cost and require additional planning, consultation, and funding.

The council’s task is therefore to balance speed against the value of a longer-term redesign. Replacing demolished homes quickly is important, but a programme expected to remain in use for decades also has to justify decisions on building performance, public realm, movement, landscape, maintenance, and housing mix.

The masterplan is where those competing requirements have to be converted into something buildable. Until it is sufficiently developed, demolition can create cleared land without yet establishing the final form or sequence of the replacement construction programme.

Balnagask is consequently entering a transitional stage: no longer solely an emergency structural response, but not yet a conventional housing development either. Demolition, acquisition, masterplanning, and finance are all progressing at different speeds, and each will constrain how quickly the next construction phase can start.

The RAAC panels triggered the programme, but they will not define its later years. Once demolition advances, the harder question will be whether Aberdeen can turn a structurally driven clearance project into a coherent replacement neighbourhood while maintaining enough funding and land control to keep construction moving through successive phases.
