The Building Engineering Services Association has launched a qualification for experienced project and programme managers that places building safety, procurement, information management, governance, and risk alongside established project delivery skills.
The Managing Projects in the Built Environment programme has been developed with project management specialist Provek and technical input from BESA member Mellor Bromley. It is aimed at managers who already have practical delivery experience and, in many cases, existing project management qualifications, but need to demonstrate competence against requirements specific to the built environment.
Course content includes building safety, life-safety risk escalation, procurement, stakeholder management, project governance, sustainability, and information control. BESA says these areas are either absent or only partly addressed by many general project management courses, despite becoming increasingly important to construction delivery.
The programme is endorsed by the Association for Project Management and has been mapped to the built-environment-specific content of the Competence Framework for Project Managers in the Built Environment in England. It also reflects the wider competence agenda developed following the Building Safety Act.

The introduction of the Building Safety Act, increased focus on competence, and growing expectations around governance and accountability mean project managers need a broader understanding of safety, compliance and risk throughout the project lifecycle.
“We have built this course and qualification in close collaboration with project management specialists Provek and technical input from Mellor Bromley to ensure the content closely matches the additional demands now being placed on project managers who are playing an increasingly pivotal role in delivering key safety and sustainability measures.”
The qualification has already been piloted with practising project managers and is intended to complement, rather than replace, general professional training. Its narrower built-environment focus reflects the increasing amount of evidence required around design decisions, competence, product selection, project information, and responsibility.
On complex projects, design changes and approvals can no longer be treated as isolated communications between individual members of a project team. Decisions affecting compliance need to remain traceable through successive design revisions, procurement packages, construction information, and completion records.
The course therefore includes application of the information Golden Thread on higher-risk projects. For a project manager, that involves more than maintaining a document register: the record needs to show which information was current, how important decisions were reached, who approved them, and how later changes were controlled.
Procurement carries similar requirements. Contractors and clients increasingly need evidence that designers and specialist suppliers have suitable competence, that proposed products satisfy the project requirements, and that substitutions are reviewed before commercial or programme pressures turn them into de facto design decisions.
That can place project managers directly between competing priorities. Material shortages, long lead times, design delays, and cost increases create pressure to accelerate approvals or accept alternatives, while the regulatory framework demands a clearer record of why those decisions were made.
Weak information control can therefore become a delivery problem before it becomes a regulatory one. A team working from an outdated drawing can install compliant products in the wrong configuration; a substitution accepted without full technical review can create clashes or invalidate assumptions elsewhere in the design.

Greater scrutiny is also beginning to affect procurement before a project reaches site. Clients increasingly request evidence of competence, quality systems, information control, and compliance arrangements during prequalification and tender evaluation rather than accepting professional experience as sufficient evidence on its own.
That creates a particular issue for experienced managers whose careers have developed primarily through practical delivery. A project manager may have extensive knowledge of programme, cost, subcontract coordination, and client management without having received formal training in competence frameworks, Golden Thread requirements, or the governance expected under newer building-safety procedures.
BESA’s qualification provides a route for adding those subjects without returning experienced managers to basic project management training. The programme concentrates on the areas where construction regulation and client expectations have moved furthest from the traditional cost, time, and quality model.
Building safety legislation has not removed those conventional pressures. Projects still have to meet budgets and programmes, but the decisions used to achieve them increasingly need an auditable technical and regulatory basis. The project manager’s role is consequently extending further into the systems used to demonstrate that the work was planned, coordinated, and changed under controlled conditions.
The qualification arrives as contractors and consultants continue to adjust internal processes around competence and information management. The next test is whether formal training of this kind becomes a procurement expectation in its own right, rather than remaining an additional credential held by individual project managers.
