Gateway 2 clears Cambridge Halls construction

Unite Students and Manchester Metropolitan University have secured Gateway 2 approval for the first phase of Cambridge Halls, clearing structural construction to proceed on the 2,302-bed redevelopment in Manchester.

The Building Safety Regulator approval covers phase one, which will provide 1,101 beds. Demolition of the former 770-bed halls has been completed and structural groundworks are under way, with the first phase scheduled to open for the 2029/30 academic year. A second phase containing 1,201 beds is planned to follow for 2030/31.

Gateway 2 is the pre-construction building-control stage for higher-risk buildings in England. The Building Safety Regulator must be satisfied that the proposed work can comply with building regulations and that the project has suitable arrangements for managing compliance before relevant building work starts. For schemes caught by the higher-risk building regime, approval is a hard programme gate rather than an administrative checkpoint that can be cleared after mobilisation.

Cambridge Halls received planning permission in 2025 and the joint venture between Unite Students and Manchester Metropolitan was finalised earlier this year. The project replaces accommodation built in the 1990s with a much larger on-campus development offering cluster flats, studios, and postgraduate accommodation. Shared facilities include communal kitchen and dining space, rooftop exercise areas, sports pitches, landscaped public areas, and facilities intended to serve the wider community.

Dowen Farmer Architects designed the scheme, with Turley, Re-Form Landscape, Arup, and Waterman Group among the wider project team identified in earlier planning material. That multidisciplinary structure now has to operate against an approved building-control baseline as the project moves from demolition and enabling activity into permanent structure, envelope, services, and fire-safety delivery.

The higher-risk building regime tightens the relationship between design maturity and construction control. Significant changes cannot simply be absorbed into site instructions without considering the formal change-control requirements attached to the approved scheme, while project teams must maintain the information needed for the building’s golden thread. Records of design decisions, changes, competence, and compliance have to develop alongside the works rather than being reconstructed at completion.

The phased programme adds another delivery constraint. Phase one has a defined operational deadline tied to the 2029/30 academic year, while phase two is expected a year later. Structure, envelope, services, external works, commissioning, temporary access, and site logistics will have to be sequenced so that the first 1,101 beds can reach occupation without the second phase undermining safety, access, or completed public areas.

Manchester Metropolitan’s role as university partner and land contributor also changes the commercial model from a conventional accommodation procurement. Unite Students is responsible for development, asset management, and operation, while the university retains a direct interest in the completed accommodation. The joint venture gives the university access to new on-campus capacity without carrying the entire development programme through a traditional wholly funded capital project.

That structure does not reduce the regulatory burden at handover. A higher-risk residential building requires a completion certificate from the Building Safety Regulator before it can be registered for occupation, so commissioning records, as-built information, and evidence of compliance have to be assembled as part of delivery. A scheme can be physically close to completion and still be unable to accept residents if the regulatory evidence is incomplete.

Cambridge Halls is Unite Students’ largest development to date by bed count and sits within a broader pipeline of university partnerships. The scale creates opportunities to standardise room layouts, bathroom pods, services distribution, and repetitive fit-out, but the regulated high-rise elements leave less tolerance for unresolved design interfaces or informal change. Repetition only becomes a productivity advantage when the underlying detail is stable enough to repeat safely.

The regulatory sequence also puts greater weight on contractor and designer competence. The client has to maintain arrangements that demonstrate dutyholder capability throughout the build, while information passed between design, procurement, installation, testing, and commissioning must remain consistent with the approved scheme. On a phased student project, that record also needs to distinguish clearly between work ready for occupation and work that remains part of the live construction site.

Structural groundworks now mark the start of the main construction phase, but Gateway 2 approval is not the end of regulator involvement. The programme still has to carry an approved design through procurement, manufacture, installation, testing, and completion certification while keeping the first 1,101 beds on course for the 2029/30 intake.
