53-storey Birmingham BTR tower enters planning

Bluecastle has submitted plans for Birmingham’s 42 High Street tower. The 53-storey scheme would deliver 729 build-to-rent homes, commercial space and new public realm beside the future HS2 Curzon Street station.

Bluecastle Capital has submitted plans for a 53-storey mixed-use tower at 42 High Street in Birmingham, seeking to replace the long-vacant former retail site with 729 build-to-rent homes, commercial space, and new public realm.

Designed by Squire & Partners, the scheme would provide one, two, and three-bedroom apartments with resident amenity space. At ground level, the proposal includes 346 sq m of flexible commercial accommodation and 1,677 sq m of landscaping, lighting, and public art, with 51% of the site intended to become publicly accessible space.

The plot sits close to Moor Street station and the future HS2 Curzon Street station, placing it on a route expected to carry more pedestrian movement between the rail hub, Digbeth, and Birmingham’s commercial core. Bluecastle acquired the former Marks & Spencer property for residential-led redevelopment after the site had remained unused.

The lower levels have been designed around that movement. The tower base is set behind a colonnade, Carrs Lane would be widened, and a landscaped area on the eastern side is intended to improve the approach from Curzon Street. Commercial frontage and building entrances would sit alongside those public routes rather than turning the site into a sealed podium.

At level 48, the tower steps to create resident amenity space and an external landscaped terrace. The architectural treatment uses a red material palette intended to reference Birmingham’s industrial and brick-built character, while material recovered from the existing building is proposed for reuse within landscaping at roof level.

Bettina Brehler, partner at Squire & Partners, said the scheme would “give back 51% of the site as public realm and deliver 729 new homes”. That public realm will have to work alongside servicing, emergency access, commercial frontage, resident arrivals, and the heavier pedestrian flows expected as the Curzon Street area develops.

A 53-storey residential tower also concentrates several delivery problems within a constrained city-centre footprint. Demolition and enabling work will need to manage neighbouring properties, utilities, traffic, and pedestrian routes before the main structure starts, while craneage, material storage, deliveries, and vertical logistics will become progressively more difficult as the building rises.

Facade design, fire safety, building services, and commissioning will need to be coordinated early. Tall residential buildings depend on repeated floor layouts for construction efficiency, but changes to risers, fire stopping, facade interfaces, or apartment services can multiply across dozens of levels if details are not resolved before repetitive work accelerates.

The build-to-rent model adds another layer to those decisions. A single long-term owner has a direct interest in maintenance access, common-area durability, energy use, lift performance, controls, and the reliability of mechanical and electrical systems across all 729 homes. Design choices that reduce capital cost but create recurring operational problems remain on the same owner’s balance sheet after completion.

That encourages closer attention to whole-building performance during design and procurement. Plant replacement routes, access to valves and controls, facade maintenance, cleaning, meter strategy, and resident amenity systems may look secondary during structural construction, but they affect operating costs and service quality for the life of the asset.

The scheme is still at planning stage, so those construction decisions are not yet fixed. Approval would need to be followed by detailed technical development, procurement, funding, demolition planning, and mobilisation before a main contractor could begin the tower itself.

The site’s location means that process will unfold within a part of Birmingham already undergoing major transport-led change. The future HS2 station has encouraged higher-density proposals around the eastern side of the city centre, but large schemes still have to convert strategic regeneration ambitions into individual projects that satisfy planning, building safety, viability, and construction requirements.

High-rise residential delivery also remains exposed to the Building Safety Regulator regime. If the proposed tower falls within the higher-risk building definition, Gateway 2 approval would be required before building work begins, increasing the amount of coordinated design information needed before site start and reducing the scope for unresolved safety-critical packages to be pushed into construction.

That requirement places more emphasis on early appointments for facade, structural, fire, and building services expertise. It can also affect procurement timing because design-responsible specialists may need to contribute information before the gateway application rather than being appointed after a main contract is signed.

Bluecastle’s planning submission begins a more technical delivery sequence rather than ending the development process. The scale of the proposal, constrained location, and proximity to major transport investment make 42 High Street a prominent regeneration scheme, but its next milestones are consent, detailed design, building control approval, and a construction plan capable of turning the tower into a buildable city-centre project.
