UPM Plywood says its WISA construction plywood already complies with tighter European Union limits on formaldehyde emissions that take effect on 6 August 2026, avoiding an immediate specification or product change for customers using the range indoors.
Commission Regulation (EU) 2023/1464 amends the REACH chemicals regime by restricting the formaldehyde released from articles into indoor air. Furniture and wood-based articles placed on the EU market after the implementation date must not exceed 0.062mg/m³ under the prescribed test conditions.
The regulation sets a separate limit of 0.080mg/m³ for other covered articles. It also establishes reference conditions for chamber testing, including temperature, relative humidity, product loading, air exchange, sampling, and the determination of a steady-state concentration.
WISA says all of its construction plywood falls below the new wood-products threshold. The manufacturer has been preparing for the restriction ahead of enforcement and provides product documentation intended to demonstrate compliance for different applications and markets.
The new REACH value is half the 0.124mg/m³ limit associated with the established E1 classification under EN 13986 for wood-based products used indoors. EN 13986 remains relevant to construction-product performance and declaration, but an E1 reference alone does not automatically communicate compliance with the tighter REACH restriction.
Formaldehyde occurs naturally in living organisms and can also be released from resins and adhesives used in manufactured products. Wood-based panels are among the principal groups addressed by the regulation because they can contribute to indoor concentrations after installation, particularly in new buildings and enclosed spaces.
The restriction includes exemptions, covering articles used exclusively outdoors, products used outside the building shell and vapour barrier that do not emit into indoor air, second-hand articles, and certain professional or industrial uses that do not expose the general public. The declared use of a panel therefore remains central to determining whether the restriction applies.
WISA advises buyers and specifiers to check the stated intended use and supporting documentation rather than relying on a broad commercial description. A panel designed for external or temporary work may have a different compliance route from one incorporated into an occupied interior, even where both are sold as plywood.
The company says its construction products also carry the Finnish M1 emission classification, while relevant products meet United States TSCA Title VI requirements. Those schemes are not substitutes for REACH, although they provide additional evidence for project teams working across jurisdictions with different product-assurance systems.
For architects, contractors, and off-site manufacturers, the practical issue is less the numerical threshold than the information attached to the product. Submittals, declarations of performance, technical files, emission statements, and procurement records must establish that the specified panel is suitable for its location and intended use.
That distinction matters where plywood appears in several applications within the same project. Structural sheathing, flooring substrates, modular components, internal linings, furniture, formwork, temporary protection, and transport packaging can sit under different exposure conditions, regulatory duties, and documentation requirements.
Early verification reduces the risk of late substitutions after a product has already been incorporated into a wall, floor, roof, or manufactured assembly. Changing panel thickness, grade, species, coating, bonding class, or supplier during construction can affect structural calculations, fixing patterns, fire performance, moisture behaviour, programme, and cost.
Off-site and modular production is especially sensitive because panels may be cut, machined, bonded, and enclosed before the finished assembly reaches the project. A compliance gap discovered after manufacture can affect several units simultaneously, turning a missing declaration into a production-line and delivery problem.
Distributors and merchants will also need to distinguish compliant stock and retain the correct information as products move through the supply chain. The regulation applies when covered articles are placed on the market, making traceability and the date of supply relevant alongside laboratory performance.
UPM Plywood manufactures WISA products from birch and spruce for construction and industrial applications. Birch plywood is used where strength, dimensional stability, and a smooth surface are required, while lighter spruce panels are widely used in building and structural applications.
The company has also developed WISA BioBond adhesive technology, replacing part of the fossil-based phenol used in selected plywood bonding with wood-derived lignin. That environmental claim remains separate from formaldehyde compliance; carbon, emissions, sourcing, fire, and structural performance require their own evidence rather than being treated as interchangeable benefits.
The tighter REACH limit follows a three-year transition period intended to allow manufacturers, importers, and downstream users to adapt production and testing. Its reach extends beyond panel mills into furniture, interiors, component manufacturing, distribution, specification, and building-product assurance.
WISA’s stated compliance removes one immediate obstacle for its existing construction range, but it does not remove the specifier’s responsibility to match a documented product to the actual application. From 6 August, a familiar E1 reference may no longer be sufficient on its own when a wood-based article falls within the new indoor-emissions restriction.
