Procurement for Housing has appointed contractors across four major lots. The framework covers responsive repairs, void refurbishment, and housing-disrepair programmes throughout the UK.

Procurement for Housing has appointed contractors to the four largest lots within its new national framework for responsive repairs, void refurbishment, and housing-disrepair works.

The principal lots carry an estimated combined value of £480 million, comprising a £180 million package that combines higher-value responsive repairs with void refurbishment and three further lots valued at £100 million each for void works, responsive maintenance, and disrepair cases.

Eleven lots sit within the wider framework, giving housing associations, councils, arm’s-length management organisations, and other eligible public bodies a compliant route to procure maintenance and improvement work. Appointments include national and regional contractors, with several suppliers selected across all four of the largest workstreams.

Axis Europe, Bell Group, Cardo Group, Chigwell London, CLC Contractors, Combined Facilities Management, Equans Regeneration, Ian Williams, Jones Building Group, Synergize, TW Group South Wales, and United Living Property Services are among the companies appointed across the principal lots.

Participating landlords will be able to make direct awards or run further competitions among appointed suppliers, depending on each programme’s value, complexity, geography, and commercial requirements. The framework will operate for three years, with an option for a further 12-month extension.

Responsive maintenance places unusual pressure on delivery teams because work often begins with incomplete information, occupied properties, narrow access windows, vulnerable residents, and defects that cannot be fully diagnosed until an operative reaches the home. A straightforward instruction may develop into several linked trades once finishes are opened, services are tested, or moisture paths are traced through adjoining rooms.

Void refurbishment creates a different operational challenge, as landlords must inspect, specify, repair, certify, and return empty homes to use without allowing compressed programmes to weaken quality. Delays increase lost rental income and extend waiting times, yet superficial interventions can leave defects to reappear after a new tenancy begins.

Disrepair cases bring legal and evidential requirements into the construction process. Contractors may enter properties where complaints have already escalated, expert reports have been commissioned, or liability remains disputed, making photographic records, moisture readings, ventilation assessments, repair histories, access attempts, and completion evidence central to both the technical work and the landlord’s case management.

These workstreams frequently overlap. A recurring leak can progress into damaged plaster, electrical concerns, mould growth, poor air quality, and a formal complaint when the underlying cause is repeatedly missed, while successive visits without durable repair increase costs and weaken resident confidence.

Social landlords are also operating under closer scrutiny over housing condition, building safety, and consumer standards. Providers are moving away from isolated repair orders towards systems that connect stock intelligence, complaint histories, planned investment, and contractor findings.

Reliable data will determine how well that transition works. Asset systems need to link component condition, previous repairs, damp and mould reports, tenancy information, ventilation performance, and planned maintenance, otherwise operatives can arrive without knowing that similar work has already failed or that a property forms part of a wider building defect.

Contractors will require sufficient supervision and trade capacity to support programmes spread across multiple regions. Repairs and voids draw on plumbers, electricians, carpenters, plasterers, roofers, decorators, drainage teams, surveyors, and specialist damp or ventilation expertise, while regional labour shortages can quickly turn a substantial framework appointment into a mobilisation problem.

Commercial design will carry equal weight. Schedule-of-rates arrangements offer consistency, although real conditions do not always fit standard descriptions, particularly where diagnosis is open-ended or asbestos, access failure, emergency attendance, resident liaison, and follow-on work alter the original instruction.

Clear rules around valuation and change will therefore be essential. Contractors faced with uncontrolled scope either build large contingencies into their prices or absorb costs that weaken delivery, neither of which provides landlords with a stable long-term service.

Direct awards can shorten mobilisation, while further competitions may sharpen local pricing and allow landlords to compare delivery methods. Both routes still depend on accurate volumes, realistic performance standards, clear asset information, prompt instructions, and timely payment.

Frameworks provide a procurement structure rather than a substitute for effective contract management. Weak ordering processes, fragmented records, delayed approvals, and inconsistent resident communication will continue to undermine outcomes regardless of how thoroughly the supplier list was assembled.

The strongest programmes will treat each repair as a source of asset intelligence. Findings gathered in occupied homes can identify recurring component failures, inform planned-maintenance priorities, expose building-wide moisture or ventilation problems, and reduce the number of repeat visits.

Digital evidence will increasingly support that approach, although technology alone will not correct poor diagnosis. Operatives need enough time, training, and authority to record what they find accurately, while landlords must be able to act on patterns once they become visible.

The £480 million framework gives appointed contractors access to a substantial national workload across an area of construction that remains labour-intensive and operationally demanding. Its success will be measured through durable repairs, shorter void periods, fewer recurring defects, and the quality of the information returned to landlords once each instruction is complete.
