£70m Sainsbury Centre overhaul goes to market

UEA has opened procurement for major Sainsbury Centre refurbishment works. The £70m excluding VAT contract covers envelope replacement, extensive MEP renewal, photovoltaic panels and internal upgrades to the Grade II*-listed museum.

The University of East Anglia has opened procurement for a principal contractor to deliver the major refurbishment of the Sainsbury Centre in Norwich, with the current tender valuing the works at £70m excluding VAT and £84m including VAT.

The contract covers replacement of the original building envelope and extensive renewal of mechanical, electrical, and plumbing systems. Roof-mounted photovoltaic panels, a new safe roof-access system, replacement lifts, blinds, floor finishes, and refurbishment of existing WCs are also included.

The Sainsbury Centre opened in 1978 and was designed by Norman Foster, now Foster + Partners. Its architecture integrates structure and building services within double-layer walls and roof, leaving the central interior as a large, flexible space. That arrangement is fundamental to the building’s character, but it makes the planned renewal a closely coupled construction problem rather than a set of independent retrofit packages.

Grade II* listed status adds another constraint. The refurbishment must improve fabric condition, environmental performance, visitor comfort, and maintainability while retaining the features that give the building its architectural significance.

For the eventual contractor, the envelope and services packages will be inseparable. Opening up the external skin affects weather protection, temporary works, access, and the cavities carrying existing systems, while replacement building services have to be coordinated with the renewed fabric rather than designed to compensate for its shortcomings.

The current procurement notice sets an estimated contract period from 4 May 2027 to 1 May 2029. UEA is using a competitive flexible procedure, initially identifying up to five participants for the invitation-to-tender stage before narrowing the field later in the process.

Cost carries a 60% weighting in the published award criteria, with quality accounting for 40%. The commercial weighting is substantial, but bidders are dealing with an existing listed building whose hidden conditions and service interfaces create less certainty than a comparable new-build project.

The planned environmental work goes beyond like-for-like replacement. Photovoltaic panels are to be incorporated into the roof, while the renewed envelope and building services are intended to reduce energy demand and improve environmental control. The Sainsbury Centre has separately outlined improvements to entrances, signage, flooring, visitor facilities, catering areas, staff spaces, and solar-control blinds.

Those elements will have to be delivered around the architectural logic of the original building. The Sainsbury Centre’s external skin is not simply cladding applied to a conventional frame; structure and services are integrated within the enclosure, so surveys, opening-up work, design coordination, and mock-ups will be important before large areas are stripped or replaced.

Weather protection is likely to be one of the main temporary works questions. Replacing significant areas of envelope on a museum containing valuable collections demands tight control of water ingress, dust, temperature, humidity, and access. Temporary enclosures and phased removal may therefore influence the programme as much as the permanent replacement panels.

The MEP renewal creates a similar sequencing challenge. Existing systems have to be isolated and removed while sufficient environmental conditions are maintained for the parts of the building that remain occupied or protected. New controls, distribution routes, plant, and renewable generation then need to be commissioned as an integrated system rather than as separate trade packages.

A £91.2m gift through Gatsby, the charitable foundation established by David Sainsbury, is supporting the wider renewal programme. That figure is separate from the principal-contractor tender, which currently records £70m excluding VAT. Treating the total philanthropic funding as the construction contract would overstate the package now being procured.

Wider programme expenditure can include professional fees, client costs, specialist packages, contingencies, operational measures, and work outside the principal contract. On a complex cultural-building refurbishment, those items can be substantial even when the main construction package carries most of the physical work.

The procurement timetable gives the selected team a significant preconstruction period before the planned May 2027 start. That time should be useful for intrusive surveys, coordination with conservation specialists, temporary works planning, procurement of replacement envelope and MEP systems, and development of the phasing required to protect the building and its contents.

Long-lead components may also influence the sequence. Bespoke envelope elements, switchgear, controls, lifts, photovoltaic equipment, and specialist access systems can all require early design release if the two-year construction period is to be protected.

The project is less a conventional museum refresh than a major technical renewal of a building where architecture, structure, and services were conceived as a single system. The contractor selected through the current competition will need to improve performance without unpicking the qualities that led to the Sainsbury Centre being listed.

Requests to participate are due in September, with an award decision currently expected later in 2026. The main works remain some distance away, but the procurement is already forcing the central delivery questions into the open: how to replace the envelope, renew the services, protect the collection, and modernise the building without reducing a listed piece of 1970s high-tech architecture to disconnected trade packages.
